Mercantile Adjustment Bureau, LLC. is proud to announce the addition of Raymond P. Bell, Jr. as Vice President of Bankruptcy Receivable Management Services. In addition to his responsibilities overseeing Mercantile’s bankruptcy dismissal recovery and management platform, Bell has been appointed to the position of Consumer Advocate.

Bell, formerly a Vice President of Creditors Interchange Receivables Management, LLC was in charge of their Bankruptcy and Probate Collection Division.  Bell is a highly respected professional of the ARM Industry with a diverse background that spans over 35 years. His leadership experience includes having managed bankruptcy and probate departments for three national credit card banks and he was a former manager in two law firms servicing consumer bankruptcies for creditors nationally. Bell served on the Pennsylvania Governor’s Task Force for Working Families (2005) and Get Help Program (2009). He has been recognized for contributions to the Department of Veteran’s Affairs, St. Joseph’s Indian School, and the Committee for Housing Needs of Native American Veterans with Disabilities.

He testified at the National Bankruptcy Review Commission, including three invitations before the Advisory Bankruptcy Rules Committee and other Congressional Sub Committees. Bell has written and been widely cited on consumer bankruptcy issues, including the Widener Law Journal, Volume XV, Issue 3 2006, American Bankruptcy Institute Journal, Consumer Bankruptcy News, NACTT Quarterly, NABTALK – Volume 21, Number 1, 2005, Collection Technology News, and MarketWatch.com.

Bell is a former Board member of the Coalition for Consumer Bankruptcy Debtor Education.
