News in the ARM industry never stops. It’s nearly impossible to read everything every day and determining what’s truly relevant can be a challenge. That’s where insideARM’s weekly recap comes in. Our weekly recap of top stories will give you the news we found most interesting last week and, more importantly, why we think it’s relevant. Last week, we brought you news about a delay in New York City’s debt collection rule, a proposed bill to regulate AI in the financial services industry, and Q2 2025 economic insights.

On Tuesday, we brought you an update from Troutman Pepper Locke about another delay to the effective date of New York City’s debt collection rule amendments. After several previous delays, the new effective date is October 1, 2025. Importantly, this delay allows the New York City Department of Consumer and Worker Protection (NYC DCWP) to revise the amendments – again. The NYC DCWP has committed to providing an update at least three months prior to the new effective date. All industry stakeholders should pay attention to what comes next. If the NY DCWP makes revisions, the industry should be prepared to file additional comments.

On Wednesday, we brought you news from Orrick about a bill introduced in the House Financial Services Committee that would allow financial services entities to experiment with AI without the threat of an enforcement action, so long as a specific process is followed. Even if this bill doesn’t go anywhere, it should be noted in the growing saga of what AI is, how it can be harnessed, and, importantly, how lawmakers are considering it.

On Thursday, we brought you a look at Q2 industry insights from TrueAccord, which reconciles consumer and economic indicators as well as discusses the shift toward embracing AI. Data is the key to the future. This look-back and look-ahead piece is a must read for ARM industry stakeholders as they look at the rest of 2025 and into 2026.
