MINNEAPOLIS, MN – Rozanne Andersen, ACA International (ACA) General Counsel and Sr. Vice President of Legal and Government Affairs, testified before the House Ways and Means Committee in favor of H.R. 1169 on Tuesday, May 13.
H.R. 1169 seeks to amend the Internal Revenue Code by adding language that empowers the IRS to contract with private collection agencies (PCAs) to perform certain limited tax collection services. The bill would require PCAs and their employees to adhere to the same regulations and standards of conduct as IRS employees, as well as a host of federal and state consumer protection laws.
?The House Ways and Means Subcommittee on Oversight Hearing provided ACA International with an excellent opportunity to serve as the voice of its members in support of the outsourcing of past-due federal tax debt collection,? Andersen said. ?The IRS should be commended for its thorough study of the industry and its sensitivity to consumer privacy concerns. Congress? recognition of the value collection agencies play in the United States economy is of monumental importance to the future of the industry and affirms the work of ACA?s members, who diligently comply with the association?s stringent Code of Ethics, the Fair Debt Collection Practices Act, the Fair Credit Reporting Act and the myriad of state consumer protection laws that control their every day business practices.?
