The Office of Fair Trading (OFT) is to appeal against a ruling that consumers who use credit cards abroad should not be covered by payment protection rules.
In November, the High Court said that Section 75 of the Consumer Credit Act did not apply to overseas purchases.
Under this rule, shoppers can claim against the card issuer if a purchase is unsatisfactory, faulty or the seller refuses to compensate them.
The rule applies to anything bought between the value of £100 and £30,000.
