COLLINGSWOOD, N.J. –  HS Financial Group, LLC (HSF) and Fed Cetera are pleased to announce that HSF has won Fed Cetera’s Robert J. Prince Award for outstanding performance as a subcontractor on the Department of Education’s (ED) Private Collection Agency (PCA) contract.

The award is given by Fed Cetera to a small business subcontractor whose exceptional performance, provided in a compliant manner, has had a substantial impact on performance among Federal small business subcontractors in the previous year. Working for ED PCA GC Services Limited Partnership since 2011, HSF displayed outstanding performance across the board in 2015, earning the company this honor for 2016.

HSF is currently one of only a handful of small businesses still receiving new business as a subcontractor on an unrestricted ED task order that started in 2009.  At the end of February, ED accepted proposals from offerors seeking PCA awards that should result in new contracts later this year.

Fed Cetera is a “business development organization” under 48 CFR 52.219-9 that PCAs contact when subcontracting opportunities are available in order to be fully compliant with Federal regulations requiring outreach to various sources of potential subcontractors.  The company maintains a source list of more than fifty qualified small collection firms, regularly markets to the PCA community, and provides advisory services around business development and compliance to firms operating in the federal market place.

Mr. Prince spent his entire career in the collection industry, with emphasis on the student loan segment.  His career started in 1969, and included long stints with companies to include Financial Collection Agencies and NCO Financial Systems prior to spending the last several years as a consultant before his retirement in 2012.  He now enjoys golfing, carpentry, and painting, lives in suburban Philadelphia, PA, and serves on the board of several organizations that advocate for the rights of individuals with intellectual and physical disabilities.
