An opinion by the town attorney may stall finance board efforts to hire a collection agency to recover more than $1 million in unpaid parking tickets, some of which date to 1997.
At the finance board’s request, Town Attorney John Wetmore issued a one-page memo on May 11 saying a one-year statute of limitations on collecting parking tickets prevents the town from pursuing the matter in state court and could provide people with unpaid tickets a means of appeal.
The town does use a collection agency to pursue unpaid tickets less than a year old.
Wetmore interprets the law differently than other Connecticut municipalities, who continue to pursue scofflaws after one year, and has some officials wondering whether Greenwich ought to test the legal waters by going after tickets older than a year.
