A former HSBC Bank USA executive and two Canadians have been arrested on charges they were part of a massive telemarketing fraud scheme that stole some $30 million from low-income U.S. residents, federal prosecutors said on Thursday.
Raymond Payne, a former HSBC vice president in Manhattan, was arrested last week by U.S. authorities. Leslie Pinsky and Stephen Clark, both of the Montreal area, were arrested on Thursday by Canadian law enforcement agents. U.S. prosecutors said they would seek their extradition.
