Even though the year has been marked by a rash of data security breaches in which vital personal information has fallen into the hands of hackers and snoops, few laws require such breaches to be reported.
Experts say the rise in the number of incidents, in which information ranging from Social Security numbers to credit-card data has been exposed, results from an increased reliance on digital data storage and public pressure to report breaches when they occur.
But only a handful of states force companies to alert the public, and no nationwide law requires businesses to disclose breaches.
