In a speech at Florida Community College on Friday, President George W. Bush announced his intention to restructure the federal Pell Grant program. Critics say the move may be aimed at cushioning the blow from the Dec. 23 decision to recalculate financial aid eligibility.


“We want to increase the Pell Grants by $100 per year over the next five years,” Bush said.


In addition, high school students could receive a $2,000 incentive dispersed in the first two years of college.
