A bill in the state legislature proposed by Gov. George Pataki closes a loophole in the state’s do-not-call registry, giving people who join the list more protection from telemarketers.

The bill eliminates the “face-to-face” exemption, which had allowed telemarketers to call list members to schedule a face-to-face appointment.

“These face-to-face meeting calls have been the source of the most consumer complaints since the telemarketing registry began four years ago,” said Teresa A. Santiago, chairwoman and executive director of the Consumer Protection Board. The board administers the state’s do-not-call law.
