Industry Leaders Launch Non-Profit Association for Government Collections

A new association has been launched to help companies that collect government debt at all levels, headed by former collection officials within government.

Collection industry leaders Kendall Tierney, former head of collections for the city of Boise, Idaho and Gary Sabean, a long-time collections expert with the Arlington County of Virginia, today announced the launch of the Government Revenue Collections Association (GRCA), a non-profit association dedicated to the advancement of government collections. Open to any city, state, or federal collection employees and associated organizations, GRCA aims to bring new information, resources and support to help government entities better succeed in today’s collection environment.

Through various delivery programs, GRCA will provide a platform to further promote networking, learning and knowledge exchange among peers and leaders in the government collection industry.  In addition to hosting an annual conference, association members will also receive regular newsletters on industry best practices, technology innovation and compliance impacting government collections.  Latest news and tips as well as access to a resource library will be available to members through the GRCA Web site at www.govcollect.org

“Budget constraints, increased costs, self-funding laws, and rising complexity of technologies call out for better solutions and services to help the government increase overall productivity and outcome with their account receivables,” said Kendall Tierney, GRCA Board Member.  “We are excited to spearhead the creation of GRCA and bring new ways to help those responsible for government compliance and revenue recoveries enhance and expand their efforts through increased knowledge and support.”

Association membership is offered at three levels to accommodate both government and non-government employees responsible for collections and to those that provide solutions and services for the government collections industry.

Who is funding this organization?? Is it a private sector entity because I heard was a company trying to make money by giving their products a platform. Is that true??

Im interested in the organization but am concerned that the rumor is that Columbia Ultimate has created this organization. Is that true I belong to another government organization and feel this may be a conflict as it is a true non-profit. I have ethical concerns,

My name is Gary Sabean, Deputy Treasurer for the Compliance Division with the Arlington County Treasurers Office and a board member with GRCA. I have worked in collections for 25 years and have accomplished a delinquency rate below 1% (actually 0.80%) for the taxpayers of Arlington. Fellow board member and founder Kendall Tierney and I have always felt information drives the collection process. We shared a desire to develop a vehicle that would allow all State and local governments’ to exchange information and assist all governments in our collections efforts. To set the record straight, Columbia Ultimate has donated resources to help Kendall and I achieve our goal in sharing this information. Columbia Ultimate has not and will not use this organization to market their product. Their government section, RevQ, is a full, fee paying member and will participate as any other vendor with no special consideration. GRCA will be entirely self-funded through membership by 2010.
