Duncan Solutions Acquires Parking and Traffic Fines Debt Collector
A parking enforcement provider in Milwaukee has purchased a debt collection agency focused on traffic fine collections.
Duncan Solutions, Inc., a provider of parking management products and services, announced last week the acquisition of Law Enforcement Systems, Inc. (LES).
LES, based in Long Island City, N.Y., provides debt collection and DMV data acquisition services specializing in the collection of motor vehicle violations including parking, toll, and traffic fines.

Milwaukee-based Duncan said that the acquisition will “strengthen Duncan’s position as a leading provider of debt collection solutions for government clients.”
In addition to accounts receivable management and collection services, Duncan provides parking meters, enforcement solutions, infrastructure management and violation processing to both municipal and commercial clients. The company was formed in 2005 through the merger of four parking services providers.
LES will operate as a unit of Duncan after the deal is finalized, which is expected by Thursday, according to a press release.
According to its Web site, Duncan facilitates more than $3 billion in parking and enforcement transactions across 2,000 jurisdictions. The company has additional offices in Arkansas and California.
