Ceannate Corp today announced that the company has filed comments with the Federal Communications Commission (FCC) in support of the Petition for Rulemaking of ACA International.

Ceannate’s comments were filed jointly with several major professional groups in the postsecondary education sector including the Coalition of Higher Education Assistance Organizations (COHEAO), National Association of College and University Business Officers (NACUBO), National Association of Student Financial Aid Administrators (NASFAA) and National Council of Higher Education Resources (NCHER).

The groups urged the FCC to consider the impact of current, outdated rules implementing the Telephone Consumer Protection Act of 1991 (TCPA) to student loan borrower outreach. Ceannate and its co-filers are seeking a refined definition of autodialing technology, updated rules governing the ability to contact an increasingly wireless borrower population on their cell phones and clarification regarding the scope of prior consent as it pertains to contacting persons incurring student loan obligations.

“Current rules surrounding the TCPA fail to consider modern technology and the use of such technology by an evolving base of student loan borrowers,” said Balaji Rajan, President and CEO of Ceannate Corp. “Colleges, universities, government agencies and ultimately their agents are being needlessly hampered in their mission to provide students with timely, accurate information that has a tremendous impact on their futures. Although well-intentioned, these rules have been interpreted in ways that limit a student’s access to critical information and exasperate the already increasing number of student loan defaults.”

In a separate filing, Ceannate, COHEAO, NACUBO and NCHER voiced support for the Petition for Declaratory Ruling Regarding Reassigned Wireless Telephone Numbers submitted by United Healthcare Services, Inc., which also seeks to clarify and update rules regarding cellular telephone contact with borrowers.
