It’s 2012. Let’s take a look at what Bill Barton has in his Bag of Crazy ™.

The world of debt collection will never be the same,” says Bill Bartmann, CEO and founder of America’s most consumer-friendly collection agency, CFS II.

Oh, good. It’s basically 2011′s Bag of Crazy ™, so I don’t have to find the receipt.

Bartmann is still hawking his Pledge, and asserting that those agencies that don’t sign the pledge probably aren’t ethical. And while Bartmann doesn’t mention ACA’s own Collectors’ Pledge (which doesn’t seek to dictate business practices so much as it’s a roadmap for better behavior), Bartmann is probably throwing a little shade at the ACA and others critical of his “mission”:

Bartmann knows that his claims and arguments are unpopular in the debt collection industry and he generates a lot of criticism from his competitors and the industry trade associations. “My goal is not popularity. My goal is to make debt collectors treat consumers in a civilized manner,” he concludes.

Oh Bill, this world may not be meant for one as beautiful as you.

Mike, there you go again picking on Billie!!!!! I am shocked that 216 firms took any pledge with Bartmann unless the “Pledge” was sold to clean furniture. Assuming representatives of these firms can read this, I offer a one time offer of $19.99 of the famous Elvis Presley #2 pencil used to write down the address of Graceland the night he met Pricilla. The first 216 callers will receive the original pencil certified by Crayolas For Suckers as authentic. This is a one time offer that will only be extended if successful.

    HURRY NOW; CALL 800.426.3862 (IAMDUMB)

DON’T FORGET TO DIAL THE 1 FIRST!!!! HAVE YOUR CREDIT CARD, FOOD STAMP ID, PAY PAL OR ANYTHING WITH A VALD ACCOUNT NUMBER. WE HAVE A $100 FLOOR LIIMIT BY THE ISSUERS THUS ALL PURCHASES BELOW $100 ARE APPROVED.

Ok, Ok; I am dropping the price to $19.95 for the first caller to name, “the new sheriff in town” as Billie referred to this new public servant. You must promise to not google for the name a yahoo is ok as it makes us think of BB.

The more attention Bartmann gets the more his quest for legitimacy progresses. I was stunned to see he’s not only a member of ACA but also that he was the LEADING source of new members to the association.

Is this a plan to build a coalition of votes to changes ACA’s position about late stage debt collection? Or simply finding new members with no knowledge of industry history?

As to “friendliest” collection agency, many of us (see my blog at http://www.modernassetmanagement.com ) have been encouraging compliance for years and years. Part of that compliance is remitting faithfully to creditors and investors as well as ethical treatment of consumers.

Bill Bartmann is out there banging on doors and meeting with congressmen, Attorneys General, local politicians, and anyone else who will listen trying to call attention to the abuse going on in the collection industry. If what he is doing is wrong then I don’t want to be right!

As a passive debt buyer, my company Ropay Asset Investors only uses agencies that treat their customers with the dignity and respect they deserve and Bill’s company CFS II is certainly one of them.
